Pompano Beach’s $2 Billion Downtown Plan: What Is Approved and What the County Record Shows

What the City has approved

In June 2024 the City Commission and the Community Redevelopment Agency (CRA) approved a master development agreement with RocaPoint Partners for downtown Pompano Beach, by a 4–2 vote, The Coastal News reported on 21 June 2024. The plan covers more than 75 acres between Dixie Highway and I-95 and between East Atlantic Boulevard and Martin Luther King Boulevard, with about 4.2 million square feet of office, retail, residential and public space and a new City Hall, per the same report; RocaPoint’s own project page rounds that to 4 million square feet.

The City is direct about what the headline number means. Its project site, read on 24 September 2026, says the $2 billion is “the value of the entire Downtown once it is all built out,” puts the City’s contribution at approximately $200 million, and estimates the private sector’s contribution at $1.8 billion. The City describes the project as self-funded through land sales and the new property taxes the buildings generate. That build-out figure is what sits behind the phrase “$2 billion downtown.”

The same site says the plan adds more than 400 workforce housing units, in addition to the 111 affordable units it says are currently downtown, and that 15% of the residences will be designated workforce housing under the City’s code.

What has happened since

A City notice dated 22 October 2025 listed the items for a special joint meeting of the City Commission and the CRA on 29 October 2025: a first amendment to the master development agreement with RP Pompano, LLC (RocaPoint); funding for a community benefits program; design concepts for City Hall and a parking garage; and funding options that included a master infrastructure bond and certificates of participation. The notice gives no dollar amounts.

Hoodline reported on 23 September 2026, citing edcookrealestate.com, that the city has approved $64.5 million in infrastructure improvements. The City’s notice and project site do not state a $64.5 million figure, so it is reported here as that outlet’s number, dated 23 September 2026, and not as the City’s. What the project site does state is a broader $46 million streetscape improvement project that includes the Dixie Highway and Atlantic Boulevard intersection, and that the CRA will issue bonds for downtown infrastructure while the City issues bonds for City Hall, a community center and parking.

On 4 May 2026 the City posted that Phase I infrastructure work was underway and that contractor proposals were due 18 May 2026. On 2 September 2026 it named Suffolk as the newly selected builder of the new City Hall and Parking Garage, and reported two job fairs in August.

For scale: The Coastal News reported in June 2024 a schedule with City Hall groundbreaking in 2025, City Hall occupancy in 2028 and private occupancy from 2029. The project site now says civic construction, including City Hall and other Phase I projects, is targeted for completion by 2034, followed by five to ten years of private investment. Each is a dated statement from its own source; together they describe a decade-scale program.

The beach is a separate market

The oceanfront towers on South Ocean Boulevard sit outside downtown and run on their own track: private projects with their own developers, prices and records. The Waldorf Astoria Residences Pompano Beach is a 28-story tower of 92 residences on two acres, from 2,100 to 6,100 square feet, with pricing from $2.65 million and penthouses at $16 million to $20 million, more than 85% pre-sold and due for completion in summer 2027, according to a Hilton release of 1 May 2026. The Related Group and Merrimac Ventures are the developers, Coastal Construction is the builder, and the release lists a 20,000-square-foot oceanfront pool deck among the amenities.

The Broward County Property Appraiser shows a single folio at 1350 S Ocean Boulevard, owned by 1350 Pompano Developer LP, with land valued at $13,468,500 on the 2026 roll and no building value (pulled 7 September 2026). The roll is a January 1 snapshot and records deeds, not pre-sale contracts, so there are no recorded closings at the Waldorf yet. They will appear on the county record after delivery.

The Ritz-Carlton Residences, Pompano Beach at 1380 South Ocean Boulevard is the other branded oceanfront project on this stretch; its county-roll status and delivery record are on its building page.

What the county record shows on the beach

Where a building has delivered, the county already publishes what closed. The figures below are from Broward County Property Appraiser records pulled on 7 September 2026, as published on JSR’s building pages, and rest on qualified sales.

Solemar Pompano Beach (completed 15 November 2023): the 95 first closings in 2023 had a median price of $1,935,900, or $869 a square foot. Resales in 2026 have a median of $2,600,000, or $1,221 a square foot, and 2025 resales reached $1,291. That is 40.5% up per foot from the 2023 closings, which were at prices agreed in 2019 and 2020.

Casamar Pompano Beach (completed 2025): first closings in 2025 ran at $1,091 a square foot. The ten resales recorded in 2026 to date have a median of $3,185,000, or $1,210 a square foot. Ten sales cannot establish a trend.

Salato Pompano Beach (completed May 2026): 27 of the 40 residences have closed for $81,818,000 between May and July 2026, at a median of $2,799,000 and a median of $1,373 a square foot, with a range of $1,010 to $2,066. All 27 were first sales from the developer, so there is no resale evidence yet.

How to read the two together

  • Downtown and the beach are different things. Downtown is a City-led redevelopment measured in years. On the beach, individual buildings deliver on their own dates and their sales are recorded.
  • Where a building has delivered, read the recorded resale. On the county record that is $1,221 a square foot at Solemar and $1,210 at Casamar in 2026, and $1,373 for Salato’s first closings.
  • Where it has not, there is nothing to read yet. The Waldorf’s reported pre-sale averages of about $1,600 to $1,800 a foot come from realtor.com and the New York Post as cited by Hoodline on 23 September 2026; the county will show what actually closes after delivery.
  • Read any “$2 billion” headline against the City’s own breakdown: about $200 million public and an estimated $1.8 billion private, on a schedule the project site puts at 2034 for the civic buildings.
