Key Takeaways

  • Two towers, 46 stories (518 feet) and 39 stories (465 feet), with 165 residences between them, per Florida YIMBY, 20 September 2026.
  • The smallest unit is around 1,240 square feet: large for a minimum, and the single most telling number in the filing, per the same report.
  • 427 parking spaces for 165 residences: about 2.6 per home on the published figures.
  • This is a proposal. Florida YIMBY’s 20 September 2026 report names no review board, no hearing date and no approval.
  • North Bay Village already has a larger scheme on record: Related Group and Macklowe Properties filed two 43-story towers with 364 apartments at 8000 East Drive, reviewed by the village’s Planning and Zoning Board on 2 July 2025, per Florida YIMBY, 30 June 2025.

What has been proposed

The program, verbatim from that report: “The unnamed venture would comprise two towers: one measuring 46 stories (518 feet) and another measuring 39 stories (465) feet. Together, they would offer a total of 165 residences, with floorplans including one-bedroom to four-bedroom layouts. The smallest unit would hover around 1,240 square feet.”

Beyond the residences, the same report lists “5,295 square feet of waterfront restaurant space, 427 parking spots, and more than 10,000 square feet of public park space,” with amenities whose “key features” include a swimming pool and clubhouse.

The team: “El-Ad Properties is the developer. ODP Architecture and Garcia Stromberg are the architects,” per Florida YIMBY, 20 September 2026.

And the site, from the same report: “If brought to fruition, the 46-story and 39-story tower would be located at 7922 East Drive and 7925 to 7931 East Drive, North Bay Village, FL, 33141, in Miami-Dade County.” Note that the project spans more than one address; 7931 East Drive is the one the coverage has attached to it.

The number that tells you who this is for

One hundred and sixty-five residences across 46 and 39 stories is a low count for that much height. It resolves into the size figure: a minimum unit of about 1,240 square feet, per Florida YIMBY, 20 September 2026.

For comparison inside the same village, Florida YIMBY reported on 30 June 2025 that the Related Group and Macklowe Properties proposal at 8000 East Drive would deliver “364 apartments” across two 43-story towers, with “all units averaging 2,138 square feet” and a mix of “3 one-bedroom units, 161 two-bedroom units, 76 three-bedroom units, and 124 four-bedroom units.”

Two large-format schemes, filed fifteen months apart, on the same street. Neither is a studio building.

Parking follows the same logic. On the figures published for 7931 East Drive (427 spaces and 165 residences), the ratio works out to about 2.6 spaces per home. At 8000 East Drive, Florida YIMBY reported on 30 June 2025 that the plan includes “798 parking spaces, or approximately 2.19 spaces per unit.” Both are two-car-plus allocations, which is what large units in a car-dependent island village imply.

What “proposed” means here, precisely

Florida YIMBY’s 20 September 2026 report names no approval body, no application type, no file number and no hearing date for the 7931 East Drive scheme. That absence is the status.

It is worth knowing what the process normally looks like, because the earlier scheme on the same street went through it in public. Florida YIMBY reported on 30 June 2025 that the 8000 East Drive project “is scheduled for review by the North Bay Village Planning and Zoning Board on July 2, 2025, and is being evaluated under the Special Area Plan (SAP) process, which allows for zoning flexibility in exchange for significant public benefits and a unified site plan.” That report also records the site as “4.12-acre” and “currently zoned RM-70.”

None of those specifics has been published for 7931 East Drive. Until a board agenda carries it, the correct description is a proposal by a developer, not an entitlement.

What has not been published

As of 23 September 2026, on the source above:

  • No pricing. No entry price, no price per square foot, no penthouse pricing.
  • No unit mix count. One- to four-bedroom is the range; the breakdown by type is not given.
  • No site size, no zoning designation and no application or file number.
  • No review board, hearing date or approval.
  • No sales launch, groundbreaking, delivery year, general contractor or landscape architect.
  • No project name. Florida YIMBY calls it “the unnamed venture.”

The “tallest building in North Bay Village” line in that report is framed as a possibility (“what could include the tallest building in North Bay Village”), and it depends on a building that has not been approved, let alone built.

Record checked 23 September 2026. El-Ad Properties has made no public statement on this proposal beyond what is reported above as of that date. JSR did not seek comment.
